Nel vero conto della violenza, i palestinesi hanno di molto la peggio

Non vi è alcun palestinese senza una storia personale e familiare di ingiustizia che è stata causata , e lo è ancora, da Israele.

Chiunque abbia indossato un’ uniforme in passato o nel presente, se parla al registratore acceso o spento, immediatamente “sa” che il più recente attacco terroristico e quello che pare ai soldati come l’ultimo tentativo di attacco terroristico non significa l’inizio di una terza Intifada. Oppure, “sa” che non significa un inizio, ed è tutto a causa dei negoziati di pace o per istigazione palestinese, o entrambi. Basarsi sulla sfrontatezza di un militare esperto è un riflesso fisso israeliano, ma è parte dell’equilibrio di potenza e parte di come gli israeliani esercitano il controllo sui loro sudditi.

Chi ha detto che 100.000 palestinesi hanno un affare in sospeso con le Forze di Difesa israeliane ha fatto un passo ulteriore, creando l’impressione che lui lo sa davvero e lo pensa, e non si limita a calcolare i conteggi. Ma il punto di partenza per il calcolo è del tutto da qualche altra parte : non c’è palestinese il cui punteggio con lo Stato di Israele è stabilito – se vive in esilio forzato o se vive entro i confini di Israele, o nella Striscia di Gaza e in Cisgiordania . Non vi è alcun palestinese senza una storia personale e familiare di ingiustizia che è stata causata, ed è ancora lo è, da Israele. Proprio perché i media israeliani non segnalano tutte le ingiustizie che Israele provoca giorno dopo giorno – anche se solo perché sono così numerosi – non significa che queste vanno via e nemmeno la rabbia che provocano. Pertanto, secondo il calcolo corretto, il numero di attacchi da individui palestinesi è relativamente microscopico. Questo numero indica che per la stragrande maggioranza dei palestinesi – la vendetta passante, omicida e senza speranza non è un’opzione.

Ma ciò nonostante, gli attacchi mortali negli ultimi mesi sono preoccupanti. Essi sottolineano il fallimento politico e sociale della leadership e delle organizzazioni palestinesi, che hanno smesso di servire come punto di raduno nazionale , e non sono in grado di trattenere le onde di disperazione. Il palestinese si sente isolato contro i suoi aggressori. Nuove iniziative e altre forme di leadership sono ancora nei loro pannolini. E nel frattempo, i metodi di ingiustizia degli israeliani stanno diventando sempre più sofisticati. Parlare della rabbia senza collegarla alla occupazione e alla discriminazione sistematica è come discutere dell’inquinamento ambientale senza riferimento a chi inquina.

Ogni Ebreo nel mondo che non ha mai nemmeno messo piede qui, gode automaticamente del diritto di entrare in Israele, per trovare rifugio qui dal disagio economico (Argentina) o dal disagio politico (Russia), per visitare la terra, per stabilirsi, per vivere e lavorare su entrambi i lati della linea verde. Questi sono diritti che sono parzialmente o completamente negati ai palestinesi – siano essi cittadini dello stato o no, se vivono in Israele, se la loro famiglia viene da qui, e se hanno perso terreni e proprietà per l’altro.

Che tipo di sentimenti fa generare la discriminazione strutturale contro i palestinesi ? Li irrita e li fa infuriare. Gli esperti israeliani, coloro che tengono statistiche sulla violenza palestinese, ignorano sia la propria violenza o sono abbastanza intelligenti per coprirla. Dobbiamo quindi gridare ancora e ancora: ogni palestinese, uomo o donna, povero e meno povero, e anche i più ricchi, i rifugiati e non, e coloro che vivono nella Terra di Israele (entro i confini del Mandato britannico) tutti i giorni rischiano che le autorità israeliane e i loro rappresentanti (soldati, poliziotti, coloni, esponenti della destra) li danneggino in qualche modo. La situazione mette a repentaglio la loro stessa vita, il sostentamento, le proprietà, i terreni, la salute, l’educazione, o la continuità delle loro relazioni familiari e sociali.

In ogni settore, ci sono ulteriori varietà di danni e molestie particolari ad esso. Per i cittadini di Israele, è la legislazione razzista strisciante. A Gerusalemme Est, è la negazione dello status di residenza e l’espulsione da Israele. In Cisgiordania, sono gli arresti all’ingrosso, gli insediamenti, i coloni, gli espropri dei terreni sotto una veste pseudo-legale, e la mancanza di acqua corrente in molte comunità durante l’estate. E nella Striscia di Gaza? Carcerieri 1nvisibili, la cui identità è nota. Sequestrano i suoi residenti nel più grande campo di concentramento del mondo, e non c’è nessuno che dirà, come Dio disse a Mosè durante la traversata del Mar Rosso: Svegliati, componi te stesso, i miei amati stanno annegando nel liquame e nel mare dell’oblio.

In the real tally of violence, Palestinians have it much worse

There is no Palestinian without a personal and familial history of injustice that was caused by, and is still caused by Israel.

Anyone who has worn a uniform past or in present, whether speaking on the record or off, immediately “knows” that the latest terror attack and what looks to soldiers as the latest attempted terror attack does not signify the beginning of a third Intifada. Or, they “know” it does signify such a beginning, and it’s all because of the peace negotiations or because of Palestinian incitement, or both. Relying on the knowledgeable military brass is a fixed Israeli reflex; it is part of the balance of power and part of how the Israelis exert control over their subjects.

Whoever said 100,000 Palestinians have unfinished business with the Israel Defense Forces took it a step further creating the impression that he really knows and thinks, and does more than calculate tallies. But the starting point for calculation is somewhere else completely: There is no Palestinian whose score with the State of Israel is settled – whether he lives in forced exile or whether he lives within the borders of Israel, or in the Gaza Strip and the West Bank. There is no Palestinian without a personal and familial history of injustice that was caused by, and is still caused by Israel. Just because the Israeli media does not report on all the injustices Israel causes day in and day out – even if only because they so numerous – does not mean they go away and neither does the anger they cause. Therefore, according to the correct calculation, the number of attacks by Palestinian individuals is relatively microscopic. This small number shows that for the vast majority of Palestinians – passing, murderous and hopeless revenge is not an option.

But nonetheless, the fatal attacks in recent months are worrying. They point at the political and social bankruptcy of the Palestinian leadership and organizations, who have stopped serving as the national rallying point, and are unable to hold back the waves of despair. The Palestinian feels isolated against his attackers. New initiatives and other forms of leadership are still in their diapers. And in the meantime, the Israel’s methods of injustice are becoming more sophisticated. To speak about the anger without linking it to the occupation and systematic discrimination is like discussing environmental pollution without reference to the polluter.

Any Jew in the world who has never so much as set foot here, automatically enjoys the right to enter Israel, to find shelter here from economic distress (Argentina) or political distress (Russia), to tour the land, to settle down, to live and to work on both sides of the Green Line. These are rights that are partially or fully denied to Palestinians – whether they are citizens of the state or not, whether they live in Israel, whether their family comes from here and whether they lost land and property to the other.

What kind of feelings does the structural discrimination against Palestinians engender? It riles up and infuriates. The Israeli experts, those who keep stats on Palestinian violence, either ignore their own violence or else they are smart enough to cover it up. We must therefore cry out again and again: Every Palestinian, man or woman, poor and less poor, and also the very wealthy, refugees or not, and those who live in the Land of Israel (within the borders of the British Mandate) daily risk that the Israeli authorities and their representatives (soldiers, policemen, settlers, right-wingers) will harm them in some fashion. The situation jeopardizes their lives, livelihood, property, land, health, education, or the continuity of their family and social relations.

In every area, there are additional varieties of harm and harassment particular to it. For citizens of Israel, it is the creeping racist legislation. In East Jerusalem, it is the negation of residency status and expulsion from Israel. In the West Bank, it is the wholesale arrests, the settlements, the settlers, land expropriations under a pseudo-legal guise, and lack of running water in many communities during the summer. And in the Gaza Strip? Unseen jailers, whose identity is known. They sequester its residents in the world’s largest prison camp, and there is no one who will say as God said to Moses during the crossing of the Red Sea: Wake up, compose thyself, my beloved ones are drowning in the sewage and in the sea of oblivion.
