Nuova evacuazione per i beduini Jahalin

Israele sta pianificando l’evacuazione dei beduini Jahalin dalle loro comunità verso la periferia di Gerico, nella Valle del Giordano. L’Amministrazione Civile israeliana afferma che il piano è portato avanti in cooperazione con l’Autorità Palestinese e che una compagnia di costruzione palestinese ha già promosso un progetto per 800 unità abitative nell’area di Gerico.

I tentativi israeliani di sfrattare i beduini Jahalin dalle loro comunità nell’area di Khan Al Ahmar alla periferia di Gerusalemme sono cominciati all’inizio degli anni Novanta per facilitare la costruzione e l’espansione della colonia di Ma’ale Adumim, la terza più grande della Cisgiordania con una popolazione di circa 39mila persone. Durante quel decennio Israele ha emesso circa 120 ordini militari o giudiziari per trasferire i beduini.

Nel 1996 circa 4mila Jahalin sono stati espulsi. Nel 1998, tuttavia, un appello alla Corte Suprema israeliana si è concluso con un accordo tra l’Amministrazione Civile israeliana e i rappresentanti delle 35 famiglie Jahalin, che hanno ricevuto il permesso di “affittare le terre statali” che originariamente appartenevano alla città palestinese di Abu Dis. Così, è nato il villaggio ‘Arab al-Jahalin.

La presenza di altre comunità Jahalin in Area E1, a Nord di Ma’ale Adumim, è tollerata, sebbene il rischio di trasferimento non sia mai passato.

Nel 2012 i piani di ricollocamento di coloro che vivono in Area E1, insieme ad altre 22 comunità per un totale di 2.300 persone, nel nuovo villaggio di ‘Arab al-Jahalin sono falliti e l’Amministrazione Civile ha iniziato a cercare un altro luogo.

I beduini Jahalin sono originari dell’area Tel Arad, nel Nord del Negev, da cui furono espulsi all’inizio degli anni ’50 dall’esercito israeliano. Prima dell’occupazione israeliana della Cisgiordania del giugno 1967, si sono spostati tra Ramallah, Wadi Qelt e Gerusalemme, mantenendo lo stile di vita tradizionale beduino. Dopo il 1967, l’esercito israeliano ha confiscato la maggior parte delle terre Jahalin e così la comunità si è di nuovo spostata nell’area di Khan Al Ahmar, dove più tardi è stata costruita la colonia di Ma’ale Adumim.

L’avvocato Shlomo Lecker, che rappresenta nei tribunali israeliani i Jahalin, ha detto in un’intervista a The Media Line che è stato informato che l’esercito israeliano pianifica di ricollocare le comunità beduine a Gerico. Secondo Lecker, “le case saranno costruite fuori Gerico in Area A (sotto il controllo palestinese). Israele poi offrirà ai palestinesi quest’area in cambio della parte annessa in Area C”. L’avvocato ha aggiunto che tale piano sarà presentato tra due o tre settimane, sebbene Israele neghi la finalizzazione del progetto.

Guy Inbar, portavoce dell’Amministrazione Civile israeliana, ha detto che i beduini vivono in E1 illegalmente. Secondo Inbar, su tutte le strutture nell’area, compresa la scuola, pesano ordini di demolizione. Inbar ha aggiunto che la sola alternativa “è ricollocarli nella Valle del Giordano”. Inoltre, ha affermato che l’Amministrazione Civile sta lavorando con l’Autorità Palestinese su un progetto di costruzione di 800 unità abitative nell’area di Gerico. E, secondo Inbar, una compagnia di costruzioni palestinese ha già vinto il bando per il progetto.

Israel is planning on evicting the Jahalin Bedouins from their settlements in the Jerusalem periphery to the Jericho area of the Jordan Valley. Israel’s Civil Administration suggests this plan is being conducted in cooperation with the Palestinian Authority, and that a Palestinian construction company has already been awarded a project to build 800 housing units in the Jericho area.

Israeli efforts to evict the Jahalin Bedouins from their settlements in the area of Khan Al Akhmar in the Jerusalem periphery  began already in the early 1990s to facilitate construction and expansion of Ma’ale Adumim, now the third largest settlement in the West Bank with a population of some 39,000. Throughout the 1990s Israel issued between 100-120 military or court orders for eviction of the Jahalin Bedouins.

In 1996 some 4,000 members of Jahalin were evicted. In 1998, however, an appeal to the Israeli High Court resulted in a deal between Israel’s Civil Administration and representatives of 35 Jahalin families, who were permitted to “lease state lands” that originally belonged to the Palestinian town of Abu Dis. Thus, the village of ‘Arab al-Jahalin was founded.

The presence of other Jahalin communities in Area E1, to the north of Ma’ale Adumim,  was tolerated, although the risk of eviction never passed.

In 2012, plans to relocate those living in Area E1, together with 22 other communities  for a total of 2,300 people – to Arab al-Jahalin village were dropped and Israel’s Civil Administration began to search for a different location.

The Jahalin Bedouins are originally from the Tel Arad area in the northern Naqab (Negev), but were evicted from the area in the early 1950s by the Israeli army. Prior to Israel’s occupation of the West Bank in June 1967, they travelled and herded their livestock between Ramallah, Wadi Qelt and Jerusalem, maintaining a traditional Bedouin lifestyle. Following the 1967 war, Israel’s army confiscated most Jahalin lands and as a result, the community settled in the area of Khan al Akhmar, where later the settlement of Ma’ale Adumim was built outside of Jerusalem.

Attorney Shlomo Lecker, who represents the Jahalin in Israeli courts, said in an interview with “The Media Line” that he has information the Israeli army plans to relocate to Jericho the Bedouin communities.

According to Lecker, “homes will be built on the outskirts of Jericho in Area A (which is under complete Palestinian control). He adds that later Israel ”will offer to give the Palestinians this area in exchange for annexing part of Area C”.

Guy Inbar, a spokesman for the Israeli Civil Administration, says Bedouins living in E1 are there illegally. According to Inbar, all the structures in area, including the school, have outstanding Israeli demolition orders against them. Inbar adds that one alternative “is to relocate them to the Jordan Valley.” Furthermore, he claims the Civil Administration is working with the Palestinian Authority on a proposal to build 800 housing units in the Jericho area.Lecker added that this plan will be presented in the next 2-3 weeks, although Israeli officials deny finalization of a plan concerning the Jahalin.

According to Inbar a Palestinian construction company has already been awarded this project in a bidding process.
