La “giudaizzazione’ della Galilea significa razzismo
Il governo deve sviluppare il Negev e la Galilea per tutti i suoi cittadini, ebrei e arabi allo stesso modo.

A vivere in Israele sono i membri di due popoli, ebraico e arabo, maggioranza e minoranza. Tutti sono cittadini che devono essere trattati allo stesso modo. Questa verità fondamentale, la pietra angolare di qualsiasi regime democratico, è minata ancora una volta.
La Divisione per gli Insediamenti dell’Organizzazione Sionista Mondiale, parte del ramo esecutivo del governo, è per la formulazione di un piano per “giudaizzare la Galilea” e creare un “equilibrio demografico” nei confronti della popolazione araba. Zafrir Rinat ha riferito ieri su Haaretz che la meta è quella di attrarre 100.000 nuovi residenti ebrei in Galilea, con l’obiettivo, nelle parole dell’agenzia, di “dare espressione alla sovranità israeliana attraverso l’attività di insediamento”.
Tale programma deve essere scartato immediatamente. La sovranità israeliana sulla Galilea non è messa in discussione in alcun modo. Se la maggior parte dei residenti sono ebrei o arabi, tutti i residenti della Galilea sono cittadini dello Stato e devono essere trattati come tali. Uno stato che incoraggia i membri di un popolo a stabilirsi in qualsiasi regione, mentre allo stesso tempo impone severe restrizioni sulla crescita dell’altro, agisce in maniera razzista. Non c’è altro modo per descrivere tale comportamento.
Dal 1948, Israele ha bloccato la creazione di nuove comunità arabe in Galilea, anche se alle comunità più antiche stanno scoppiando le cuciture per mancanza di riserve di terra, mentre ha espropriato enormi tratti di terra araba. Ha sviluppato zone industriali quasi esclusivamente nelle comunità ebraiche. Ora si chiede la “giudaizzazione” della regione. Questo è uno stato che agisce ingiustamente verso i suoi cittadini.
“Dal momento del periodo di ‘torri e palizzate’, non è cambiato nulla”, ha scritto il ministro degli Esteri Avigdor Lieberman sulla sua pagina Facebook sabato sera, durante le manifestazioni contro il piano Prawer del Negev che dovrebbe costringere decine di migliaia di beduini fuori dai villaggi non riconosciuti in cui vivono. “Stiamo lottando per le terre nazionali del popolo ebraico”, ha sostenuto.
Se l’iniziativa Prawer beneficerà i beduini, come sostiene il governo, o farà loro del male, come i suoi oppositori sostengono, le osservazioni del ministro degli esteri sono intollerabili. Fin dai tempi delle torri e palizzate, l’espulsione degli arabi dai loro villaggi e l’esproprio dei terreni nel Negev e in Galilea, uno stato è stato stabilito. La sovranità dello Stato sulle proprie terre non ha bisogno di “rinforzo”. Ciò che è ha un disperato bisogno di rinforzo, tuttavia, è l’ egualitario, non razzista, non discriminatorio carattere dello Stato.
Il governo deve sviluppare il Negev e la Galilea per tutti i suoi cittadini, ebrei e arabi allo stesso modo. Tutto il resto potrebbe esacerbare ulteriormente l’alienazione già sentita dai cittadini arabi israeliani e aumentare le loro proteste.

‘Judaization’ of the Galilee means racism
The government must develop the Negev and the Galilee for all its citizens, Jews and Arabs alike.
Living in Israel are the members of two peoples, Jewish and Arab, majority and minority. All are citizens who must be treated equally. This basic truth, the cornerstone of any democratic regime, is being undermined yet again.
The World Zionist Organization’s Settlement Division, part of the executive branch of the government, is formulating a plan to “Judaize the Galilee” and create a “demographic balance” vis-à-vis the Arab population. Zafrir Rinat reported yesterday in Haaretz that the goal is to attract 100,000 new Jewish residents to the Galilee, with the objective, in the agency’s words, of “giving expression to Israeli sovereignty through settlement activity.”
This program must be scrapped immediately. Israeli sovereignty over the Galilee is not being questioned in any way. Whether most of the residents are Jews or Arabs, every resident of the Galilee is a citizen of the state and must be treated as such. A state that encourages members of one people to settle in any region, while at the same time imposing harsh restrictions on the growth of the other, is acting in a racist manner. There is no other way to describe such behavior.
Since 1948, Israel has blocked the establishment of new Arab communities in the Galilee, even though the older communities are bursting at the seams for lack of land reserves, while it has expropriated huge tracts of Arab land. It has developed industrial zones almost exclusively in the Jewish communities. Now it is calling for the “Judaization” of the region. This is a state acting unjustly toward its citizens.
“Since the ‘tower and stockade’ period, nothing has changed,” wrote Foreign Minister Avigdor Lieberman on his Facebook page Saturday night, during thedemonstrations against the Prawer plan for the Negev that is expected to force tens of thousands of Bedouin out of the unrecognized villages where they live. “We are fighting for the national lands of the Jewish people,” he argued.
Whether the Prawer initiative will benefit the Bedouin, as the government claims, or harm them, as its opponents argue, the foreign minister’s remarks are intolerable. Since the days of the tower and stockade, the expulsion of Arabs from their villages and the expropriation of land in the Negev and the Galilee, a state was established. The state’s sovereignty over its lands needs no “reinforcement.” What is in desperate need of reinforcement, however, is the egalitarian, non-racist, nondiscriminatory character of the state.
The government must develop the Negev and the Galilee for all its citizens, Jews and Arabs alike. Anything else could further exacerbate the alienation already felt by Israeli Arabs citizens and escalate their protests.
